Changing the Welcome Screen and Login Screen

When XP Boots up you get the Welcome Screen then the user gets the login in
screen. Is it possiable to have a company's name flash instead of Welcome
and Have a personalized Login screen with the company's name, and a personal
message "Call tech Support at ext 555 with any problems"
