Problems with newly built PC

I've built a few computers in the past, and I've never came across asinine problems such as this.

Problem A: When my computer boots up, it boots up three times. First time it registers my SSD, second time it says that there is no device found, and the third finally gets me to windows. Boot devices are configured correctly.

Problem B: This is the big problem in which I'm very close to sending these parts back. I can barely use any USBs. Right now it's having a problem just reading a free 1gb jump drive I put into the system. On the actual motherboard itself, if I use any of the USB ports, 2.0 and/or 3.0 windows explorer dies on me if I try to copy any of the materials over. If I try and use the 3.0 jacks that are on top of my case, my entire computer locks up. It's instant, it locks up and doesn't recover. The USB 2.0 jacks don't work at all.

I've dropped too much money into this built do deal with such pathetic problems such as these. The wide world of Google has yet to produce any real results. As I said above, I'm getting ready to send the case and mobo back after all the trash I've had to put up because of these two.

Forget the post, I'm processing the returns now. I'm not dealing with this.

Since I'm returning the motherboard and case, is the boot issue (A) a problem with the SSD? I highly doubt it myself, but If I'm going to be waiting for parts it would be best to know right now.
