What I think your trying to ask is, "Is there a way to flash update the BIOS and get ATA100 on an ATA66 system?"

No, the BIOS does not control that feature. It is controlled by the south bridge of your chipset. Therefore, you need to upgrade your motherboard or buy a PCI controller card in order to upgrade your ATA revision.

To get the boost of speed, what you'll have to do is buy an ATA100 controller card, which will plug into your computer via a PCI slot. Then you can connect your devices to that to get the ATA100 speeds.
