just got this pc new, plug in all then turn on the pc and got the message like the title said..here my pc spec,

- Intel Core i5 3570 3.40ghz
- Asrock Z77 Extreme 4
- Gskill 4gb Ddr3 1333Mhz x2
- WD 1TB HDD
- CM Elite 311 Plus
- Gigabyte Power Rock
- Liteon 22x sata dvdrw
- Sapphire HD7770. Ghz Edition 1GB DDR5

hope you guys can help me..

Yes, first confirm there was no OS installed when you got it built. If whoever built your pc installed an OS, then as ahnilated says, HDD cable must've gotten loose.
If no, then you've got to install windows, so you can buy any of the editions.

Did you buy this from some company like Dell/HP etc?
They should've installed the OS.
If you got it built then yes, you need a windows dvd to install on it.
Currently its telling you its empty inside.
 


Or the hard drive cable came unplugged and it can't find a good boot device.
