570 GTX Stuttering

Hey everyone, been searching round the net for answers to this but no luck so far.

I recently got a 570 GTX and I am noticing stuttering in pretty much most of my games. It's annoying though because games like Alan Wake will run at a smooth 60+ fps but will keep stuttering ever second or so, same with Crysis, Rage, etc.

My current specs are;

GPU: 570 GTX
CPU: Phenom II X4 940 clocked at 3.52 GHz
RAM: 4GB
Mobo: Gigabyte GA-MA78GM-S2H
HD: Western Digital 1TB SATA

I have tried everything I can think of so far, formated, re-installed windows, tried various video driver... Nothing has helped :(

Was starting to wonder if maybe my CPU could be bottle necking my card? Though it never seems to run over 70% or anything while playing games...

Please help!
