Computer powers, but no video signal or POST

Computer powers, but no video signal or POST the build is about 3 years old and has had no recent changes to it.

Turning on power, all fans and motherboard LEDs turn on, but neither of my monitors gets any video signal and I do not hear a beep to indicate that the POST test has passed.

Here is what I have done so far:

reseated the graphics card
reseated the RAM modules

attempting boot without the graphics installed gets me a long beep followed by 2 short beeps (indicating no video path was found)

I have verified that my RAM is not at fault as without it the POST returns several long beeps as expected.

I have also verified my PSU both unloaded and under its full load and all pins return their expected voltage under both conditions.

I am thinking that this indicates that my graphics card has gone bad (it will power on and its fan does start up)

can anyone confirm this based on what i have done so far?
Any input or further suggestions would be very helpful

Tried resetting the bios but there was no change. My motherboard doesn't have an internal video path
Specs:
Cpu: core i7 920
Motherboard: MSI X58 Platinum
Ram: 6GB, triple channel
Graphics: Sapphire Radeon HD 4780 1GB
PSU: thermaltake 700 watt toughpower
