Web browsing without integrated video / video card ?

I'm building a computer for a friend that will be used only for web browsing
The CPU is an Athlon Dual Core without integrated graphics
The motherboard doesn't have integrated video but it got a DVI and VGA port
So is it possible to use this computer only for web browsing even if it doesn't have any video card or integrated video ?

That motherboard DOES have integrated video, the ATi Radeon 3000. It will be suitable for web browsing, office applications, and similar functions.

the hd 3000 is not that bad either. It will run windows aero desktop and should play video and such with no problem.
