Web browsing without integrated video / video card ?

I'm building a computer for a friend that will be used only for web browsing
The CPU is an Athlon Dual Core without integrated graphics
The motherboard doesn't have integrated video but it got a DVI and VGA port
So is it possible to use this computer only for web browsing even if it doesn't have any video card or integrated video ?
For example :

with
