You are wrong, to get PCIe 3.0 working, chipset must support it and the cpu. PCI-e lane must be 3.0 and the CPU must be Ivy Bridge( not Sandy Bridge) because Ivy Bridge cpu has built in pcie 3.0 controller inside the processor. Without Ivy Bridge processor, it will run at pcie 2.0 only.

this is incorrect.....with the newest intel cpus the pcie controller is on the actual cpu...so for him to have pcie 3.0 both the motherboard and the cpu must support pcie 3.0 but unfortunately only his motherboard supports pcie 3.0 so he will be stuck at 2.0 speeds (you wont notice any difference)
