Power Supply Very Loud-Normal?

Hi guys,
Just finished my build, with a gx650w cooler master power supply.
It's loud, in my opinion, but as I've never really heard a performance psu i don't know.
The fan speed never changes, even at 100% load, making me think the fans are stuck at 100%?
The cpu is running very cool, 5degrees above ambient, and the air coming from the psu is very cool.
I have the option to send it back to amazon, but i will be fined if it's working properly, what do you think

Hi - Yes, I think you should send it back. That is a poor quality power
supply. Plz see review of it.

A quality 450w(no harm in more) PSU will have enough +12v amps
to run a 7770. Let me know if you are going to return it and how
much you your budget is and I'll recommend some PSU's.
