MY COMPUTER KEEPS TURNING ON AND OFF

Hello, my computer froze yesterday and i couldn't get out of what i was doing. i couldn't get into the task manager to see if the program was not responding. finally after 30min i hit the rest button on my computer and now my computer wont start. i unplugged it checked all the connections inside and out and now as soon as i plug in the computer the processor fan starts to spin and then stops and it keeps doing that over and over until i unplug it. the power button or reset button on the front panel doesn't work i have to unplug it to shut it off. does anyone know what would cause that, whats bad, power supply mother board, processor? also i get no beep codes i checked the ram i checked the video card.... im lost and need help please
