Bad floppy drive

Hello,
Floppy drive bad
Disk rotates and gives 1 second buzz, one second quiet. the buzz sounds as power applied. This goes for a long time . Finally it say "the disk is not formated - do you waht to format?"
if answer yes - it can not format and say that disk is brocken

Does it do that with all floppy discs or only one?

Do you have a cleaning floppy disk w/ cleaning fluid to use?
