CPU speed, the GHz numbers

Hi, I am fond of the CPU speeds (The GHz numbers), my question is -

1) Is an AMD FX 8350 at 4 GHz faster than AMD Phenom II 560 3.3 GHz - during simple/basic surfing of the internet or during basic simple microsoft word using?

2) Is an AMD FX 8350 at 4 GHz faster than an intel i5 3570K at 3.4 GHz - during simple/basic surfing of the internet or during basic simple microsoft word using?

I will use my self built computer only for simple basic surfing or browsing the internet and for simple/basic microsoft word usage, and I will not use it for gaming, or any complex computer activities etc.

In otherwords will the higher GHz number (4.0 GHz) of FX 8350 will help me in browsing or using microsoft word, or running the AVG anti virus or malwarebytes programs in my computer faster than the AMD Phenom II 560 or i5 3570K? (or probably asking my question in another way is - "For single threaded or simple browsing etc would FX 8350 offer a faster 4 GHz speed, or only during multitasking or complex computer activities it will offer its 4 GHz faster speed?")

1) Yes, though not by much
2) No, not for single threaded workloads. BD/PD is not good at single threaded workloads. Even then, there are very, very few loads where a 8350 would beat a 3570k.
I think here lack some information.

You can only compare the number of GHz with the same architecture, because the architecture decides how well the GHz will be working.

i5-3330 at 3.0 GHz will even beat the FX 8350 at 4 GHz. Even though FX 8350 is supposed to have 4 more cores aswell.
