Issue: Display Adapters under Device Manager does not detect a new MSI R7950 graphics/display adapter.
Most recent PC upgrades have been installed.

I upgraded to the most recent 1.H0 BIOS. PCI-E selected in CMOS.
System attributes include:
MSI 790X-GD70 main board with 1.H0 most recent BIOS
Chipset driver version, most recent: 8.881.0.0
VGA driver, ATI, most recent: 3.0.745.0
AMD 965 AM3 Black Edition processor
RAM: 20Ghz
HDD: 2Tb

Might someone know what else I need to do to get Device Manager to recognize the R7950?
Or must I upgrade to a new main board?

That's great news about board compatibility.
I checked the voltage inputs to the six-pin connector and the four-pin with two tails. Both tails are connected. I detected 12 and 5VDC readings. Both fans run on the R7950. The R7950 is indeed locked in to the PCI-E connector. Further, a manual "Scan for hardware changes" will not discover the R7950.

PSU is 550 Watts.

Sorry. That's a six and an eight-pin connector that plug into top of card. The six-pin Molex has two tails, each with a flat four-pin Molex. Both were plugged in. Voltages of 11.98 VDC and 4.95 VDC were measured at the connectors plugged into the card. Both cooling fans rotate.
