Newly built pc, turns on briefly then turns off.

Hello, I just built a new computer and I just hooked it up to the power and monitor. I pressed the power on button and 2 or 3 LED lights came on, but nothing else. No fans, no nothing. Then the LED's turned off also. So I tried reconnecting cords, taking out the RAM and trying each stick, but nothing worked. This is my first build and I do not have another computer to use to test everything. The one this is replacing has viruses on it and I don't trust it. Can someone please help me? With no "known good" parts to troubleshoot with, It's a tough call.

Can you use any parts off the old rig for testing? (power supply, motherboard, CPU, anything?)

Hmmmm..... I don't know, my old rig is exactly that, a virus riddled 6 or 7 year old computer that was store bought and takes 10 minutes to open up a program. I could possibly try something on it if they fit, if they do then I will try the RAM, possibly the power supply and video card. I'll check and see if anything fits on it though.
