that's an extremely unbalanced build. I would not buy a 2500k (a teir 1 CPU) and a gt 430 ( a teir 17 GPU).

you're buying the kind of CPU that people use to game on 1900x1200 or larger screens.. but a GPU that can't really play games.

I would suggest you drop down to an i3-2100 at most. An Intel pentium G860 would probably do fine at that resolution. I have a G860+ gtx 560 and get ~50-70fps in DayZ & Guild wars 2 @ 1600x900 resolution. (medium high settings in both)

None of the benchmarks look bad at 1680 x 1050, so I don't see why it wouldn't work for 1366x768. HD 7750/7770 is great for his resolution.

Also, it's about $30-$40 cheaper than 6850 on newegg. It also uses a lot less power and runs cooler. Buying a HD 6850 would be overkill for his resolution but may be lacking if he decides to upgrade to 1080p.

Since I don't know his timeline for upgrading I'd say it's a great choice to get the cheaper card that works well. Then if he upgrades his resolution he can sell the card and get what he wants. I would not buy a HD 6850 in hopes of it being good enough for upgrading my resolution in the future.

It's certainly better than purchasing a GT430, and those are all good points. But the 6850 while older is still a far more proven GPU than the 7770 or 550TI which is why it's recommended several times over in that price range.

No - spend more on the GPU. Games are far more dependent on the GPU than the CPU - and that's the area where you don't want to skimp or compromise. Most games really only use 1 or 2 CPU cores, if you play a lot of strategy games (Civilization V, Diablo III, etc) then the stronger CPU would be needed. But for first person games (Battlefield 3, Skyrim, etc) then the heavier GPU will be needed.
