Graphic card strength limited by CPU?

Hey my pc started mini lagging (even with the badest solution) while playing new games (like 'Sleeping Dogs') who shoud not lagg and in some forums I found that it couldt be because my CPU is too bad for my graphic card ist that right?
And if so can you recommend me a new CPU?

  1. Yes, it is bottlenecking. You should get a quad core or six core phenom.
    If you can't afford them, try overclocking your CPU or try unlocking the 2 extra cores of the CPU if available. I believe you can do that through the bios.
