I am able to transfer pictures to my 3587i from Nokia PC Suite easily
using the DKU-5 cable...but it completely refuses to upload ringtones.
I can also drag ringtones into the gallery via Windows explorer...play
them fine from the gallery...but when I try to set the newly-copied
MIDI as my ringtone, it simply says 'Operation Failed'. Am I screwing
this up ?

We can suggest to have a look at Oxygen Phone Manager II (
http://www.opm-2.com/ ). Our multi-functional program supports this
phone and also enables to synchronize tones and images between this
phone and PC. You can also sync your phonebook and calendar entries
and export it to various formats with OPM-2.
Don't forget to turn cable connection off in Nokia PC Suite before
running Oxygen Phone Manager II, as Nokia PC Suite blocks the whole
connection for any other data synchronization programs.

Probably not...I have a 3589i which I think is nearly identical.
VerizonWireless is my cell provider, & they required Nokia to defeat
download of ringtones & other phone content within PCSuite because
Verizon wants its customers to subscribe to "Get It Now" extra cost
service.
Quite possibly your cell service provider has similar restriction -
check with their tech support.
