Power Surged[Please Help]

Hello, I apologize if this is in the wrong section but I couldnt find any real help section. My friends computer recently got hit by a storm and seemed to have gotten surged. When he turns it on it will load and after he puts his password in it gives him 1 of 2 errors and will restart and do this over and over. I got him into the automatic recovery of Windows 8 but he couldnt system restore or automatic recover. We could try the reformat option it gives but I dont know if thats the issue. I will be monitoring the thread every minute if anyone can post info on how he can possibly fix this or any questions related I will answer them instantly. Thanks

Also, There is no Beep on startup and it doesnt randomly turn off while he is on the computer in other startup menus like bios

He just tried to reformat even tho hes reluctant and he got an error "Unable to restart your PC. A required drive partition is missing"
