The freezing internet could be due to your connection speed. But can't be sure with such little info about the problem.

As far as charging for updates, i personally have never heard of that. I have had my PS3 since it came out and have never seen any screen that talks about charging for their system updates. Only updates i have heard about charges for were not standard issue updates, but the type they would put in their store that would give you access to special content like Play TV

The console is unmodified...correct?
