Computer Woes - Will Not Boot

I have a computer that when I turn it on, the fans spin up and thats it. The fans don't slow down, there is no beeping, nothing. I have tried a new power supply, no change. I have removed the RAM and all of the peripheral cards so the only thing installed is the power supply, no change.

Is there a way I can check to see if it is the board or the cpu or both?

Have you tried running memtest to see if you have any faulty memory modules? Unless you can see physical damage on the CPU or motherboard the only way to ensure those aren't the problem is by using another CPU or motherboard.
