Case and CPU fan turn on and off repeatedly

I've recently tried to build a computer and after getting everything connected when I turn it on, all the case's fan and CPU fans spin for a couple seconds and then turns off, this continually repeats. Help would be greatly appreciated.

Please identify case, motherboard, CPU, and CPU fan. Chances are good that you have your CPU fan installed incorrectly.

If your fan is installed correctly then its either your motherboard or your psu, have you tried reseating the ram,
unplug gpu, hdd, and disk drive sand seeing if it will turn on, have you tested your psu, if they all work, contact customer support
