Try switching the display off from the Mains and see if the lights go off.
Or if you're trying to tell us that the Monitor doesn't switch itself off, then , check the screen saver power profile options and tell the monitor to switch itself off after 2 minutes of inactivity.
Apply and wait for a few minutes to see if it goes off.
