About to go to college, which tv tuner card?

So I am about to head of for college, yay right? ....

I am not really sure about the dorm situation, but I believe that each room has a tv cable, and some kind of cable box.
I am not going to bring a TV, so I am planning on buying a cheap 20-40 $ range tv tuner card on newegg. Will those cards work for this "cable box" set up? I don't know if the wire will fit or not. I am new to TV tuners, so help me out please.

I would find out what kind of setup the dorm has before making a decision but it won't be like you will be getting free cable just because you add a TV tuner card, although they can get OTA(over the air) for free.
