Wireless broadband keeps flicking off and on on laptop why

Hello,
I have a targa laptop, whic has a a dongle in the back, it will connect to a neighbours wi fi, which is quite low signal, and is not practical, but when i try to connect ot my sky router, the internet flick on a loop on and off, and doesnt settle, i have played with different channels but this makes no difference. Any ides would be helpful

I have now after reading advice from an internet user, disabled the security WPA, not happy, but laptop is now working. Is there any other solution to enable some security ?
