New Build for brother - 700$

Hey guys, would love if someone could help me whip up a new build for my brother, i'm a little detached from recent parts so I figured i'd come ask you guys for help. He already knows the keyboard/mouse and case (Antec 300), just need the rest to be filled in. It will be used primarily for gaming, so that should be the focus of the parts. Also he needs 2 harddrives, preferably 500gb each. Thanks!

Does 700S have to include monitor (if so, size) and operating system? I take it $ is US. Just cheapest supplier, or any preference?
