I am connected to internet but cannot view

I got a virus and it has corrupted the winsock catalog, diagnostics repaired and restarted computer, but the problem is still there. I am using miniPE-Xt at the moment to access the internet, I have tried a winsock fix download but this has not worked. I have tried to reinstall windows xp, but the computer will not reboot from the disc. It is a copy I downloaded.
