You really do need to set some sort of budget. Anyone can design a perfectly competent system, for your sub 1500$, only to have someone say, with some justification, that their 2000$ system is better.
I don't quite get the bit about "low power" and i5-3450. I can understand it if you are saying you don't want the increased power consumption of overclocking. All the Ivybridge's are "similarly" power efficient, and their relative variations, in that respect, are negligable, compared to power use/variations, between graphics cards.
