10 FPS in GW2, CPU or GPU?

My system has Intel Core Duo E8500 3.16GHz, with Geforce Gts250 with 6gb ram. What do you think is causing my Fps?

Most probably its your GPU. The CPU seems decent enough.

What's your resolution that you are playing at and at what details? Looks like you are choking that video card at 1080p resolution and Very high graphics. Lower the graphics to low and it will be able to run at 20-30 fps. That video card is definitely not strong enough.

I would hazard to say both, couple either with a modern component and without doubt (IMO anyway), you will see bottle-necking.
But in that set-up, GPU quite easily.

On GW2 under your settings choose the preset "Best performance". If your framerates dont improve, its probably time to upgrade. I know your CPU is within the recommended specs for minimum playing, idk about your gpu.
