1)Can this 400W power supply run it? http://www.highpower-tech.com/eng/product_page.php?class=20100527154213&id=20100530203201

2)Is 6770 worth it on an outdated pc?

Intel dual core E8200 2.66GHz
4gb ddr2 800Mhz
1680x1050 resolution

3) I think the weaker 6670 is better for my power supply but might be too weak for Dota2 on 1680x1050 (not sure at all about this).

I`d like a Gpu that never drops under 60FPS with these ingame settings: High rendering and textures, other stuff low/turned off (AA, vsync, shadows, occlusion, specular bloom etc)

Can the 6670 do this on 1680x1050 resolution?
Thanks

take a look at the plus 12v rail. look at the amp rating of the power supply. then look at the max wattage of the video card.
wattage is voltage times amps. so if the card 200w you want to devid 200/12 =16.6 amps. if the ps has an 18amp rail your cutting it kind of close. last thing you want on a cheap power supply is load the ps and have it pop on you.
looks like is it the asus 6670 the card max wattage is 66w

66w so around 6 amps in power. your ps has an 18 amp 12v legs so you should be fine if it a good ps.

But 7770 will be bottleneck by e8200. Its better to get 7750 with low power consumption which dont need to replace psu and perform almost 6770. With a little overclocking, 7750 will perform fine.
