CPU Having low CPU ratio on cold boot

So basically, when i run the computer for the first time after not using it in a couple of hours the CPU ratio goes down to x7.0 instead of 19.5. This leads to a Core Speed of 1470MHz instead of 4.0GHz. The problem fixes if i restart the computer directly after the boot up. This is really annoying because it takes me 2 boots before the computer is ready to be used. Any ideas how to fix it?

AMD FX-8120 8-core processor
HX-850 PSU
2xHD6870 GPUs
