You will be able to use higher settings with a lower resolution on the pc. Such as using 1366x768. If you were to use a higher resolution like 1920x1080p it would either downscale or not change anything.

No quality loss, the icons and other things on your desktop will look bigger.

No, it will just look bigger at that resolution 1366x768.

It also depends on the card you are using. 720p is pretty low, but if you want to run games on ultra I would at least suggest a 6770.

also depends on the tv. there are quirks with pc-tv connections so you may need to play around to get it to work right.

Get yourself some game controllers and/or wireless keyboard/mouse and have fun

Well its only overkill if you pair the card with some dinky processor. I wouldnt call it overkill.

If you are spending this much for high quality parts, get a 128gb SSD. I suggest crucial m4 128. you are going to use it for stuff.

And why only 1tb hdd, the 2tb or 3tb should not be expensive and you can get the slower speed drives since it is just for data

If you are using it with a TV as part of a media setup, consider getting quiet parts. It will bug you. for the parts you picked

video card i think is quiet
the 212 evo is quiet.
psu looks ok

so case is the final piece in your puzzle. don't mess that up

Looks pretty solid. Make sure to pick a nice quite full tower, or a mid.
