PC Stuttery

I wasn't sure where to post this but my PC feels like it's running sub-optimally. There seems to be micro stuttering in every aspect of running the PC, while playing games I get some micro stutters, while watching videos, even my sound is crackling a bit when it stutters.

I have no idea what is causing this.

my system is a 2600k, 8gb ddr3 1600mhz ram, gtx 580.

EDIT: This has happened before and it has gone away but I have no idea what causes it or how to resolve it.

I've tried switching RAM, I've ran anti-malware software, I've cleaned the dust out of my PC and I've set my bios settings to default.

I don't know why it's happening and it's very noticeable. Constant stuttering with sound popping when it stutters.

Open taskman how much is vid loading your cpu? It should only 10/20% depending on the vid is it pegging your cpu @ 100%

it jumps around from 10%-30% it seems

What format video? Hd Wmv? These suck..

It's not even just watching videos, it's everything, it's just a lot more noticeable in games and watching videos.

Have you benchmarked it? This is free,,,,,,, see if there are any glaring perf issues..
