I will be water cooling both my CPU and GPU. Should I get the XSPC Raystorm EX360 D5 Pump or XSPC Raystorm EX420. I am wanting to over clock to 4.5 ghz and keep my CPU and GPU very quite and cool.

Also If I would be getting into video/picture editing should I get the 3930k even though it's Sandy Bridge?

You've got a good computer build but I would think about a 670 as it is a far better value than the 680 and will perform not much worse, also double check if you need 32gb ram for video editing, I think you only need 16 but you might know better. But I would consider less unless you plan on doing this for a job.
