New GPU Doesn't work in main comp

Hello my Gpu doesnt work in my main computer when i try and boot with it the computer fans spin at max and no input signal appears on my screen.Worrying this might be a DOA i tried it in my much older compter and it works fine.My computer is old but I'm getting a new one in march for my bday so i got this cheap graphics card to keep it running.

Connections :checked
PSU :CHECKED runs my old graphics card no prob and have plenty of juice to spare
GPU :CHECKED Work on a much weaker older comp (ie single core)
MB : WHAT i thinks the problem their was no BIOS update to make it to run 2.1 cards which this is (I have a single PCI v1 X16) despite been told this wasnt an issue i think it might be

IS their anyway to create a Custom bios to make it run 2.1 or is that not the problem.

PCI 2.1 is backward compatible with PCI 1. Does your PC have onboard video, does that still work when you boot with the dedicated card? I've seen some OEM BIOS that require you to make a switch to allow dedicated graphics. I haven't seen this in a while, but have in the past. You can also try removing the CMOS battery for maybe 30 seconds then replacing to clear out any stock settings.

No on board video but when i put my old card back in it instantly worked but thats pci express v1 upon googling my mother board if found to cases of the same problem one ironically with the exact same card does this point to the bios been the culript or are these guys mis informed

in this points to it defo been a bios issue i repeat my earlier question can u make a custom bios so it definitely supports 2.1

What model PC is it? Are there any available BIOS upgrades from HP?

No more offical bios thats my prob model HP media centre pc m740.uk when the graphics card in it doesnt beep so its defo seated correctly
