CPU Heating comparison

I was asked a question about which CPU would produce the least heat and hence lowest fan noise. My immediate answer was a “low power” CPU. But then I got thinking about something slightly different … lets say you have 2 CPU’s with both having an equal Total power dissipation (TDP). Now, lets say one CPU is computationally far more powerful than the second. Could that mean that the more powerful CPU would be longer in the Idle state when computing the same task? If so, would the faster CPU generate less heat, and consequently its fans will spin slower?
Any opinions?

Am I even making any sense here?

you can get almost any cpu on the market, and buy a quiet / silent aftermarket cooler

and may i ask why do you want a low heat?
i know its a good thing but if you do not overclock your cpu, the heat doesnt go that high even with a stock cooler
