Check the camera's menu options to see if the USB setting is
configured for WEB CAM mode, which you don't want, or to DSC mode
(mass storage device), which you do want. I'm not sure if Windows
would respond with the message "USB device not recognised" if the
USB mode was set the wrong way, but it may be worth checking.
If this doesn't solve anything it would be useful to do a little
testing, to determine if the problem is with your camera or your
computer. It could also be neither if the USB cable is defective.
If you don't have a second camera or computer you could try:
1. A friend's camera, to see if it is recognized by Windows.
2. A friend's computer, to see if it recognizes your camera.

It's better to get a card reader (Fuji: xD card, right?) and use that to
transfer your pictures through the USB port. Hooking the camera up to
the computer requires it to be on and you could lose or compromise
pictures if the battery fails. However, if you do use a card reader,
do not be tempted to reformat the card through that; put the card back
in the camera and let the camera do that.

I own a different Fuji camera and only use a card reader to
transfer files. But I think in this case it's better to avoid using
a card reader as a crutch, at least until it's determined whether
the F10 is malfunctioning or not. If the OP's F10 is no longer
under warranty and it turns out to be defective, then your solution
would be necessary. If not, the OP may want to use a card reader
anyway. I'm not familiar with how common it is to get card readers
supporting xD cards. If an adapter is needed, it may well cost more
than the card reader itself. I needed one, but my reader is an
ancient SCSI box that only accepts PCMCIA cards.

Get a card reader. It's useless to fight Window's shortcomings.
