Man for that kind of money I'd scrap that whole build - you can get a way better system. Try something like this:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-3450 3.1GHz Quad-Core Processor (£142.98 @ Scan.co.uk)
Motherboard: ASRock H77 Pro4/MVP ATX LGA1155 Motherboard (£72.99 @ Amazon UK)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory (£41.90 @ CCL Computers)
Storage: Western Digital Caviar Blue 500GB 3.5" 7200RPM Internal Hard Drive (£47.09 @ CCL Computers)
Video Card: XFX Radeon HD 7850 1GB Video Card (£143.74 @ Scan.co.uk)
Case: Cooler Master HAF 912 Plus ATX Mid Tower Case (£64.94 @ Scan.co.uk)
Power Supply: Corsair 650W 80 PLUS Bronze Certified ATX12V / EPS12V Power Supply (£69.99 @ Ebuyer)
Optical Drive: Lite-On DS-8A8SH DVD/CD Writer (£20.87 @ Amazon UK)
Operating System: Microsoft Windows 7 Home Premium SP1 (64-bit) (£72.94 @ CCL Computers)
Total: £677.44

Almost the exact same price and you get a way better CPU, GPU, case, and PSU.

Does parts include warranty.

The price I listed included warranty sorry

Actual price is £593.66 / $ 949.86

How do you find parts with a specific budget range? Is it from experience or just filtering?

All manufacturers have their own warranties and by law they have to honor them. My experience in buying store warranties is that you're just throwing money away.

Mainly experience. If my work tells me I have to find a specific part in a price range I can usually pick out pretty good stuff for the most part.
