Installing most up to date AMD Catalyst Drives give me black screen

I just finished my gaming build and fresh windows 7 64 bit install and Norton antivirus 2012 install and am now updating the drivers.
PROMBLEM - Everytime i try to download the most up to date catalyst drivers for my Radeon 7770 Factory Oc edition video card it requires a system restart and when its done and restarts, it will get to the windows 7 loading screen but then the screen goes black before the login screen and stays that way till reboot and i go to safe mode and system restore to before the install. I have looked everywhere online for solution...(im not the only one) but i beleive the issue to be the drivers or my tv display. I NEED TO KNOW HOW TO GET THE MOST UP TO DATE DRIVERS THAT WORK.

Also,
Monitor - 32 inch vizio with highest resolution option of 1280 x 720 through hdmi and vga cables hooked up. It also works only on hdmi 1 or rgb inputs.
Device manager shows only Standard VGA Graphics Adapter in subcategory of display adapters.

with video cards with the driver loaded there going to try an output higher then a vga bios signal.. i would check your tv settings to see if there a computer or monitor setting. sound like the tv not set right and when the video card switches to a higher res the monitor cant follow...or the adapter is bad.

If device manager shows your display adapter as standard VGA graphics adapter, that means the driver installation is corrupt. This happens quite often with these new graphics cards starting with HD 5xxx series cards. I also experience this problem.

What you can try is, when you open the big .exe file you have downloaded from AMD site, this file extracts to C:\AMD\... or C:\ATI\... and then starts to install. Do not install it. Just stop the installation. Then go to Device Manager, expand your Display Adapter and open Properties of Display Adapter and click Update Driver. It will ask you for the path of the .inf file to update the driver. The .inf file is in C:\AMD\....\Packages\Drivers\Display\W76A_INF\. Just point to this folder and your display adapter driver will be installed.

After the driver is installed, your display adapter will be correctly identified. Now you can double-click the big .exe file from AMD site to install the CCC and other applications, including the HDMI audio drivers. This time everything will be installed correctly.

Be sure to have downloaded the correct file from AMD site, naely 64-bit drvers for your OS, not 32-bit.
