Details.
MSI R6570-MD2GD3/LP Radeon HD 6570 2GB 128-bit DDR3 PCI Express 2.1 x16 HDCP Ready Low Profile Video Card

I just want to run games like Mass Effect 2/3, Fallout New Vegas etc. With decent settings smoothly. My monitor is not that large no more than 1280 I don't think.

I think I'm getting a good deal. ($40)

It's decent, but don't expect to see all the eye candy cranked up.

I don't mind if it's not amazing graphics but is it atleast console quality?

On medium settings it should. If you want to play on high settings, you will need to spend more money.

you should really avoid the ddr3 versions if u can, It's not a bad deal, but u wont see any real improvement over a console, I'v heard some good things about this little card and it's probably cheaper whereever you are, (if u want some eye candy on the games u mentioned)

For $40 bucks, it is not a bad starting card. If money is your limit, I would get it.
