poor read speed

i have just fitted a yamaha cd-rw 2100e....along with my toshiba dvd... im having trouble reading discs.sometimes they work and sometimes they dont.....when they do its very slow..........please help as im loosing hair rapidly.

Exactly what's happening? Is it spinning up at all when it's "not reading" the disc? Does this happen in the same session of Windows or only after reboots?
