CPU Not Reaching Target Clock?

Hey guys I've been messing with CPU settings lately and using windows 8 to look at my clock speeds. Now when I'm in the task manager it doesn't say that my CPU is reaching the clocks that I want it to. My 3dmark scores here (http://www.3dmark.com/3dm11/5675617) say it's getting to 4.182, which is what my target setting on my motherboard is. When I watch the clock speed update in the windows 8 task manager it never goes above 4.05. Is this something I should be worried about?

  4. Went back to 7, CPU score in 3dmark went up around 600 points.......
