Cannot open ports

Hey, I'm having a problem opening ports. I have never had any problems in the past, but now with my new computer, I just can't get them to open! I opened them in my router and in ESET Smart Security. I have tried without a router and still no luck. I'm baffled ![:??:]( ":??:")
Windows 7 x64
Router: Linksys WRT54G2
Modem: Motorola SURFboard SB5101

how do you know if its not open? is it a program thats not working or some site that says the ports are closed? the idea of opening ports is a fallacy but thats another topic. you want to disable all software firewalls and security to eliminate that as the issue to start with, if that does not open the ports then the router must be the issue.
