Ive been trying to work through this problem all day, i am rebuilding a computer for my friend and the usb ports aren't working. The big problem is that he has a password to get into windows, but the keyboard is usb. Also there are no ps2 ports so i can't plug in a legacy keyboard. I bought a pci-e usb controller card but the only problem is that it need to install drivers before it works. I have been through all of the options i can think of but i can't figure it out, maybe i am overthinking this and i am just missing the solution.

Sometimes Windows won't complete device installation until a user is logged in, which may explain part of the issue. But the bigger issue here is that you should have probably reinstalled Windows if you are rebuilding the machine. Which components did you change?
