HELP - Build Advice for Photo Editing

I am looking for recommendations on a good solid photo editing build for about $1k. I am not looking for cutting edge nor bottom of the barrel. I am looking for a good solid, reliable build that will last me several years.

I only do photo editing (Photoshop) and general office apps. No gaming.

Can be Intel or AMD based.

My budget is $1000.

I do not need:
Monitor
Rotational HDD
Keyboard
Mouse

I do need:
Case
Motherboard
CPU
GPU
Memory
SSD
PS
CPU Cooler
