H80 High Temps!

I bought my corsair h80 about a month ago, and untill today it had been working fine untill i heard a strange noise coming from it. I read up on it and heard that putting the computer on its side fixes the problem. But now when i turn it on it stays loud and i cannot see the CPU_FAN RPM. Although i have it connected to the CPU fan and the molex.

When in bios for about 10 mins, my cpu temperature goes to about 60-70 degrees celsius. I know that these kind of temperatures are not normal. But the reason for this eludes me. When starting up the computer it goes to a screen which shows the kind of hardware such as keyboard and mice. At the bottom of the page it says CPU FAN error, press F1 to setup, which takes me into the bios. Even when in bios the fan stays as loud as when i first booted which is strange.

Any help/suggestions on how to fix this problem would be great
