Computer is not working at 100%

I'm just wondering why can't I play games with settings similar to those gameplay videos on youtube with almost the same PC configuration as mine.
Are the components not working as it's supposed to?

My Specs are
GTS 250 1GB
AMD Athlon II X4 635 2.9 Ghz.
4 GB DDR2 RAM
Windows 7 32 bit.

How can I speed up my PC?

Second, what games and at what video/graphics settings, including resolution, are you playing?

Resolution is 1280 X 1024
Games I'm Playing Are Saints Row 3
GTA IV
Just Cause 2
Skyrim

I'll try updating my drivers.
