Graphics card problem or monitor problem?

I recently got a 6670 2gb and a 24 in dell monitor running with Hdmi. I started it and if looked really good but the Desktop screen was cropped in the screen. It didnt fit the screen So like a lil box in a Big Box (monitor). When i ran some games they looked the same but some other games filled the whole monitor? What should i do to fix this
