I have a problem with windows. (a help question)

I seem to have a very annoying problem with windows. All of my text that is displayed in notepad or other text displays that can vary (the ID3 tag in winamp, 'Mpeg info' for example) the text will stay no mater what I do with it.

For example, If I'm in notepad with multi page document and I scroll down, the text from the first page will stay, and the new text will be written over it. I have posted pictures here:

I've tried reinstalling my video dravers (a voodoo banshee PCI) but to no avail...
