I have budget of $1100.00 max.
I sold my 1yr old computer to my friend.

I sold it for $800.00

It was:
I5 2500K, 8G RAM 1600, 2T HardDrive, Z67 U3B, Radeon 6950, 850W PSU, Corsair 400R case and 3 extra case fans.

I took out my 128G SSD and of course get to also keep Windows 7.

Now I have $1100.00 to spend on a new build but I already have these two parts.

I want to Run in 1920x1080, max settings, high frames. 60+.
I have no preference Nvidia vs AMD, I like these: 7950, 7970 , or 670,680. but if Nvidia, definitely would go for a 4G model.

Please recommend your best build, making it as future proof as possible.

I would get a 3570k.
Then If price isn't a problem I would ge2t the 670.
Then get an asrock z77 pro4 or pro4m depending on if you want atx or matx.
Then get a 40-70 case.
A 1tb hard drive.
8gb ram 1600mhz
and a 600-700 watt psu.
Get the 2gb model of the 670. The 670 is meant to have 2gb and will actually be slower in some cases because it takes longer to read the ram.

idroid has write it here for you, see the $1000 build:

You have some extra money to spare, so I suggest some changes in this order of priority:

GTX 670: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

WD Caviar Black 1TB 64MB Catche: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

Finally if you intend to go for SLI in the future a stronger PSU like this: http://www.newegg.com/Product/Product.aspx?Item=N82E168...

EDIT: I changed to Gigabyte 670
