I've got an old Motorola V66 GSM phone that I've been using for
about a year..

Every now and then, the display will show the message:

"Emergency service only".. Or words to that effect...

It's not that frequent and it can happen any time, but I usually see
it when I'm in a fringe area.

Is this a fault of the phone, or a 'feature' of the Rogers network :-)

I get the same message when I'm in the basement of a commercial building
and the signal is too low. This means I can't make any calls in that
area. I don't think I could even make a 911 call if I had to.

When you have "emergency calls only" on your phone, your phone is able
to make an emergency call on the other GSM network (Fido). This means,
Fido has service in the area you are, but Rogers doesn't.

Because of hte compatible networks, if we are ever out of service on
one of the network, as long as the other one is present, we can make
an emergency call.

It's vice versa for Fido as well.

I've been in one area where I had no reception, but it said emergency
only..Rogers had reception there.

This means you've lost your Rogers signal but you can see Fido's. You can
call 911 but no one else.
